Any subtitles to go with this?

Can someone remind me why the parachute payment system was devised in the first place? I always believed it was to give relegated clubs a chance to realign their squad and finances to match the lower revenues of playing outside the PL. I don't ever recall it being a system devised to line the pockets of former owners. Maybe I missed a change in the rules somewhere along the line....? ;-)
