Loaning a 26 year old to be 3rd or 4th choice centre midfielder probably wouldn't appeal to Spurs or Winks. Loans are generally to get a decent amount of gametime. Buying him for a club record or close to club record fee to be 3rd or 4th choice makes even less sense than loaning him.
