No they wouldn't. For a start a Premier League game at St Mary's between Saints and Celtic/Rangers would see them get an allocation of 3,200 max like every other team.

It was mathematically guaranteed before today. It isn't as simple as looking like at what 17th can get, with teams having to play each other there simply wasn't enough points in the league for enough teams to get more than Southampton for Saints to finish 17th for quite a while.
