I can see the sense in this, butwith the home grown players needed in the squad it will reduce the amount of young players available for loan, you wont see top young players like Jacob Mellis coming to L1 now as they will be in the 25 man squad but rarely in the matchday squad unless there are injuries.

The best comment that i read was that we shouldn't sign him because he doesn't have experience of L1, neither does Rooney, so obviously he'd be a shocking signing for a L1 club.
