Because that is my interpretation of the Brexit referendum and it's consequences. Can you answer that often posed question ? It isn't what is explicitly said, it is how you expect it to be implicitly read. Braverman deliberately uses terms that will be inflammatory for a certain audience; "billions", "invasion", etc, just as Farage used his poster about the population of Turkey. They know, ( hopefully ), that what they say is factually inaccurate, but also know that a section of society will rabidly devour it.
