Apart from anything else, when Cortese refers to the 5 year plan he is referring to the club as a whole, not just it's position in the 92 club tier. This is highlighted by him saying that we are "ahead of schedule" in the interview posted above - despite us missing out on promotion last season.

He played his entire youth team career at CM, that's why. Players get moved around all over the place when they are young, it's all about finding your best position. Chamberlains is wide right, no doubt.
