Not sure about the law but the code of conduct agreed with Press Complaints Commission is that anybody in a public place (like a beach) is fair game but that newspapers shouldn't intrude into private places like houses. Magazines routinely ignore the agreement because the profits outweigh any fines and pay people to scramble through bushes taking peeping tom pictures. I like to see a pair of norks as much as anyone but public demand doesnt make behaviour like this right - anymore than public demand for porn makes rape okay. Consent is everything.
