This. It's human nature to look at "fairness" as a relative measure against something else rather than look at "fairness" as an absolute measure. Another example: some see the current 45p top rate of tax as "unfair" because they are comparing it with the 50p rate that Labour introduced in their last month of office in 2010 whereas others will see it as "fair" because they are comparing it with the 40p rate that Labour stuck with between 1997 and 2010. As the phrase goes.... "It's all relative"
