You're right UEFA and FIFA are to blame for not dealing with it properly. It's quite simple though, if a player says he has been racially abused by the crowd or a player he reports it to the referee. The referee and the other officials then make the call and have the power to take the players off the pitch. If it's loud racial chanting from a section of the crowd i'm sure once it's been brought to the attention of the officals they will hear it. If it's just the odd idiot in the crowd shouting something out then surely they should be left wit the stewards and police to deal with. You cant have players just walking off in a strop if they get a bit of abuse from a few people in the crowd, it'll be happening every week or everytime a player claims to hear something they dont like.
