Yes he is planning ahead which is the sensible thing to do. I don't think anyone disputed that if we were doing really well towards the top end of the premiership every year that increased capacity wouldn't be a sensible thing.

However high your opinion is of him he is still a human being and therefore still prone to mistakes or errors of judgement. All Kraken said was that to call thew club fautless is untrue. They have done some things really really well but they aren't fautless.
