How do you define a 'non-job' ? Where they are claimed to exist there is generally a linked requirement to have such a post laid on the public body, whether legislative or linked to funding. Very few are randomly created simply for poops and giggles.

How many 'complete non-jobs' are there actually ? It is easy to highlight the exceptions whilst ignoring the gross staff shortages across the Public Sector.
