Trump was elected with a manifesto, and it obviously appealed to enough of the electorate to put him in the White House. If he goes "too far" the States will challenge him in the Courts, or even bring in local legislation to overrule Federal statute. I read something yesterday that said he might even struggle to get his trade tariffd through the Senate, even with the GOP controlling it.
