Do you honestly think that (1) having stopped the car, the Police gave the victims any sort of verbal instructions, and (2), letting fly with upwards of 300 bullets was a proportional response ? ( Let alone the Wild West macho poseur standing on the bonnet and emptying multiple magazines into 2 people who were almost certainly already dead ).

Maybe, being coloured and seeing multiple Police vehicles chasing them they paniced. Mind you, they stayed in the car when they were eventually stopped, which is what you would have recommended, isn't it ?

Officer Brelo's last 15 shots were down into the car whilst standing on the hood. The car was not moving as it had been 'boxed in' by Police vehicles. I think it is a reasonable assumption, looking at the pictures, that the occupants would have been pretty much incapacitated by that time. Perhaps you should actually read the article before commenting on it. How's that for some IDEAS from a 'clueless Brit' ?

Put the 1689 Bill of Rights into historical context. You haven't responded to the point about the second amendment and an 'organised militia'.

The constitution says NOTHING about civilians carrying concealed firearms, nor does it say you can keep them to defend your property from burglars. What it does say is that the population have the right to keep and bear arms such that they can, when necessary, form an organised militia. It is the LAW, depending on which State you are in, that governs the right to own and carry firearms, and how you might do so. This wording for the 2nd Amendment was based on the English Bill of Rights, 1689, which includes the text "That the Subjects which are Protestants may have Arms for their Defence suitable to their Conditions and as allowed by Law"

But surely involving private commercial expertise is making the NHS more efficient and delivering greater VFM for the taxpayer ?
