I see the "In the Building " phrase as the same as " As I said before" that all professionals are schooled in at the FA School of Nonsense, or its predecessor "At this level" or "This is what its all about". Some managers prefer "Triffic" or other mindless comments. I'm secretary of Winchester Youth FC and can confirm I received the letter. it was not to be a feeder club but to recommend them players. As we have a steady stream of players going to Reading, Saints and Pompey ( and back again!) it was to advise that they have recommenced their youth set up.

I'm afraid having got involved when an old school mate at Gravesend became chairman, I backed away when MYFC got involved and my old mate ceased to be chairman. I did make the Wembley trip though !
