If you are out of contract you can sign for another club (as long as the old club releases the player's registration). I think it is a maximum of playing for two clubs in a given season which would stop the proliferation of this type of behaviour. The club would also be exposed to the risk of a mass exodus so if anything a club would have six or so players on a longer term contract (one year plus) with the others short term (less than a season).

Just been clearing out my attic and came across a few of these comics by Gilbert Shelton. They were fantastic stories, with great illustrations.
