First rate OP! Maybe RL should go in for running a garden centre. He could spend a lot of money rearing saplings that snap at the first sign of frost and that no-one wants to buy anyway. He has the perfect business model for this in the way he runs SFC.

The point about 'free' education, health etc. is that it is free at the point of delivery and access to it does not depend on wealth but on need (especially in the case of health). Most of the money councils hold in banks is on deposit. In other words, it is money collected and held until it is required / paid to central government / police / fire service. It's not 'savings'.
