I have always considered Final Fantasy 7 to be the best i've ever played. Had the main campaign of Mass Effect been longer I would have said that instead though. I agree with your point that a compromise in terms of role should have been reachable, based on how many have reacted towards working with Lowe though, I fear the compromise you suggested wouldn't have been possible. It just seems inconsistent for Lowe to accept someone else being Chairman, and I doubt Crouch would have taken that due to a personality clash making it impossible for them to work together anyway.
