  23. I think the point he was making is that a club can't declare an interest in another club's player until such time that said club has agreed they can do so. It therefore follows that it shouldn't be possible for a newspaper to report this 'declaration of interest' until the clubs have come to an initial agreement. Newspapers appear to be pre-empting this agreement and reporting something that hasn't formally happened yet, ergo they are "making up" what they think is about to happen. People are simply suggesting that newspapers should report news (I.e. something that IS happening) rather than trying to create news (I.e. reporting stuff that MIGHT happen)
