Modern technology is your saviour... Upload the names in locked files to a cloud based server (e.g. Google drive) and then unlock the file when the signing has happened (read only access)... That way people can see the file creation timestamp and the name of the player... You're welcome...

I'm coming around to this train of thought. I was firmly in the "no penalty" camp at the time but, I agree, if that player made the same contact anywhere else on the pitch hardly anyone would bat an eyelid if a free kick was given.
