For a start it is a punishment by two DIFFERENT governing bodies i.e. Premiership and Football League each have their own rules. Note the FA are not involved! So many confuse the FA, FL and PL.

9 points in 38 games is actually a marginally harsher punishment than 10 points in 46 games.
- 9 point out of 38 games means you can only get 92.2% of the total
- 10 points out of 46 games means you can get 92.7% of the total
Although money laundering "may" increase a successful appeal against a points deduction (I'm not sure it does really) it probably also increases the chances of the club being wound up. If the club is wound up it matters not if they have a points deduction or not.
Irrelevant really as Chester weren't even in a league on the day they went to court as had been expelled before so had no chance of ever paying it back.

I think if someone on the bid pulls out it goes to one of those that failed like Leicester or Hull. However it may be worth Saints offering a Southern alternative or there is a huge gap in the map with only London and Bristol in the south.
