No it wasn't. The -10 was applied this season because administration happened after the cut off point. Nothing to do with if we looked like we were going down or not.
I think you'll be waiting until Monday as FA offices will be shut today. Transfers may still be announced to be happening but not official until FA opens again.
As there are some things in it which are easily provable to be wrong such as the -9 points to -10 points shows the guy hasn't got a clue and is making it up as he goes along.

For a start some facts in that are wrong. In the Premiership it is -9 points for going into administration. Why would they meet at Wembley? Why would the FA be involved when it is a Premiership matter?
606's Saints self claimed ITK RocketSwanie reckons Saints are after Nathan Tyson and Guy Moussi from Nottingham Forest. I think its very unlikely but would be very good if there is any truth in a deal of £1.1m for the pair.
Big differences between the two...
1) Pompey's debt is alot bigger (maybe more than £60m in total)
2) Pompey's fanbase is alot smaller
3) Pompey don't have a large modern ground nor their own training ground
All these make a less attractive investment for any potential buyers.
You were claiming Saints didn't spend much in the Summer. When in fact they spent a few times more than any other League One club. I don't see have you can claim otherwise.
Saints spent far more than anyone else in League One in the summer. Its all relative to the League you are in and Saints were massive spenders at this level in the summer on transfer fees, signing on fees and wages.
Yes, their debts are huge and wage bill massive compared to what Saints were before the takeover.
Also they don't have a good stadium, training ground or large fanbase to make them attractive to potential future investors.
Did you think that in the summer when Pardew signed 11 players? He did that when we were on -10. Now we a better chance of promotion and much more attractive to any player.
Heard from where? He is 25 and playing in the Premiership on a high wage and cost £8.5m two years ago. Seems extremely unlikely he'd drop down to League One.
