Plus Putin is busy and China aren't stupid. They have been sponsoring attacks against the West for decades. They have massively weakened themselves and the "nuclear deterant" was their last big hope. They've spent huge amounts on enriching uranium far beyond what is needed for an civil nuclear program.

There's literally no reason to enrich uranium to that level other than to build a nuke. It has no other purpose.
