Basically, no one has a clue who he is or where any money (if there is any - he has probably acquired the stake for £1, after all Al-Fahim doesn't want the blood on his hands when admin happens) is coming from.
We don't know that he's bought any of the assets Gaydamak retained.
It's the same as the last take-over at the moment except this guy isn't famous. It might turn out to be good, it might not, but all we have are a few comments from some bloke involved.
He only surfaced when they appeared at death's door and Storrie was frantically trying to get some investors together. Now could he be an opportunist taking a relatievly cheap punt.... er, yes he could. Could he be a mega-wealthy dream-owner... er, yes he could. Does anyone know? No.
