How I wish, like you, that Ings was fouled during (not after) the heading motion, then we would have deserved a penalty, but that didn't happen unfortunately. No, Ings didn't see the City player's boot as he was heading the ball. Ings isn't a housefly that can see all around him while focusing on the ball. Ings had already headed the ball off-target by the time the boot struck him and caused him to fall. Hence he wasn't impeded, therefore no penalty.
