That is different to saying China 'developed' it. If the smallpox stored at Porton Down somehow escaped it would not mean the UK Government developed the virus. Even so, there is no evidence to directly suggest a lab leak. The Wuhan lab was a world renowned research institute investigating numerous viruses found in the wild.

Trump was the President who, in April 2020, initiated Operation Warp Speed, and reduced the time and process required to test and approve vaccines. He was still President when the first vaccines were given, 17 million doses distributed and over 5 million administered up to Jan 5th. Biden merely increased the rate of roll out.
