It may technically be 'in play' but it isn't necessarily doing anything. For instance "Whenever a runner goes out of bounds on a play from scrimmage, the game clock is started when an official spots the ball at the inbounds spot, and the Referee gives the signal to start the game clock", ( Rule 4, article 2 ). The attacking team then gets the 40 second play clock to control, so for upwards of 30 seconds the ball can sit under the Centre's hand and not moving. Plus, if the QB decides to 'take a knee' that will automatically take another 30 seconds of time off the game clock. ( In theory a team can run out 2 minutes of game time by making this play for 3 successive downs ). Also, the game clock does not stop after a rushing play that finishes inbounds, again allowing the play clock to eat into the nominal 60 minutes of playing time. ( You have read the rules ? ).

For some it's the former, for some the latter. The trick is in getting the balance right - Labour tend to go too far one way ( handouts to the Jeremy Kyle generation ), Tories tend to go too far in the other direction ( eg replace DLA with 'workfare' ).

It was the second part of your sentence that I was commenting on ; "..you know what has to be done to prevent the snp ruining the country". Where in their manifesto does it state their commitment to 'ruining' the UK ? Plus, as has been pointed out many times, Labour have ruled out a coalition with the SNP.

The perception of 'Red' Ed ? Bias in the printed media ? Maybe some people believe the sort of thing Boris posted ? The SNP taking seats in Scotland ? Voter apathy ?

So why aren't the Tories nailed on for a dominant majority ? Because they are running such a negative campaign it's making people question everything that comes out of Conservative Central Office, and in doing so they realise there is no substance - as they ask in the USofA "Where's the beef ?".

How do you choose where to draw boundaries that provide a 'balanced' electorate in every constituencey ? How do you get additional Tories into a Barnsley seat, how do you get Labour voters into Henley ? What happens with the new boundaries when population demographics shift and the political leanings of the local electorate change accordingly ? This is exactly the sort of thing that true PR would mitigate.

In Lancashire it's 10%+3, so you need to be over 36 in a 30 zone. Given the slight inaccuracies inherent in speedometers, it is impossible to be 100% accurate in reading a car's speed from the dial on the dashboard, so there's no chance of prosecuting for "+1".

Most of what is posted about KoKo is widely believed to be true, ( for instance in the opinions of the Blackpool fans in my office ), and some of what is posted about Owen O is verifiable. What they have done with the parachute payments is perfectly legal, and totally despicable. Now the money has finally run out, will the Oyscum cut & run, or run the club into the ground ?

In theory you could draw a box at the bottom of the ballot paper and label it as such, , but that would mean 'spoiling' your ballot paper and I would never suggest or condone such an act.
