In this case, the key part of the rule is that the player has to be "clearly attempting to play a ball which is close *when this action impacts on an opponent*". Fernandez was obviously attempting to play the ball, but arguably did not impact the goalkeeper, and not enough for var. I think bristols goal had more of a case for offside that man city's did.
