How will a cyclist know that they are speeding in the first place - every bike would need to be fitted with a calibrated speedometer that would need to be checked at various (yearly??) intervals. Is there any insurance company in the world that will insure a 10 year old riding a bike to school - is it even legal for insurance to be sold to minors?
