If it is a foreign worker they need to log into their online account and provide a 9 digit reference number. That number can be checked in seconds on the Govt website which will show a picture of the person and their right to work status. Their employer must keep a copy of that check on file and produce it if asked. You can literally check the whole barber shop in 5 minutes.

I'm not sure I understand why the police / authorities keep losing these prisoners that are being released early by accident (why they are released is obviously a different discussion!). All prisoners released early have to wear a tag which monitors their location. How is it possible to 'lose' them?
