It appears that you agree with me that the penalty for underperforming in the private sector is liquidation, but you've provided no evidence to back up your claim about there being more under performers in the public sector, whilst the hundreds of thousands of underperformers in the private sector is documented and publicly available. As Badger pointed out to you the other day, there are plenty of penalties for underperforming in the public sector, usually involving the loss of jobs. To claim otherwise is daft.
