The problem with that being that the wide spread of opinion can be lost in arguments. Issues can be raised that are lost in arguments between one or two forum members, marginalising the viewpoint of the majority of more temperate forum users.

True, but the amount of people who do feel that an issue is important can be measured. It would not be about conveying one single overridding agenda, it would be about seeing if these issues actually ARE important to a large section of the fanbase and then ensuring the concerns are heard.
