Were you only running the Spanish league? If yo weren't that would mean he'd be more likely to get a call-up as there would be fewer players for the game to choose from. I should probably tick the box for FM14 that means he'd only play for Argentina.

He has Spain set as a second nationality. That is how he came into my file from Gillingham and also why he got a work permit so easily.

No he isn't, Shaw got a big increase in CA for this update. He has the same CA as Fox and a far, far, far better PA.
