I think you're confusing this with the specific offence of 'denying an obvious goalscoring opportunity' and the foul does not have to be committed by the last man in defence for this to apply, this is merely one of the guidelines often spouted by uninformed commentators. A month can be four weeks or it can be a calendar month. Without all the details neither you nor I can pass judgment. The court has not yet ruled on whether the appeal was within time, or valid.
