I think you're right. If the PL didn't lift their embargo, there was a real possibility that P*rtsm*uth wouldn't have been able to fulfil their remaining fixtures. Now they can offload as many of their high earners as possible (whether they can sell them is debatable but loan, like we did Rasiak, or free transfer are other options) and replace them with loanees and frees that they can affectively afford to pay.
