Any agreement drawn up by half of any parties involved is likely to fail, especially when neither can be trusted - see what happened when Trump teamed up with Putin. So a few good things, but when you get into detail, the plan looks flawed and designed as a press conference win for someone desperate to win a Nobel peace prize and build a new golf resort.
