To be honest I think that sentence slightly contradicts itself. If something is "strictly forbidden" and someone does the "strictly forbidden" thing, and they get a slap on the wrist and told not to do it again, then the original something is not "strictly forbidden" because the consequences to their actions are not "strict" Infracting someone for racism, makes racism on this site merely "frowned upon" or "naughty". If it was "strictly forbidden" the original offender would be banned temporarily if it's a first offence, and then permanently for a repeat offence. That is being "strict"

Problem is with Guly for every good thing he does he'll do two bad. He's a tricky one, as soon as you think he's useless and shouldn't be in the team he'll pop up with a goal or do something wonderful. He never has an average game, he's either very poor or excellent
