Is it: (a) To simply adjudicate whether or not we're in breach of the two EFL regulations in question? (b) To adjudicate as per (a) but also to decide the severity of the breach(s)? (c) Both the above, and also to decide upon the punishment(s)?

Why are they refering to it as "ongoing disciplinary proceedings"... Surely the independent panel has to determine if disciplinary action is necessary first...? Before that happens, we're not in the process of being disciplined, are we...? Slip of the tongue there from the EFL, or me reading too much into the wording?

Key point there from @Addict54 I reckon... If there's proof that we've been doing it "systemically" then the EFL need to open up a wider investigation across ALL clubs, given the unlikely scenario that it's just us... as per @SaintlyAnd's post yesterday, whose ex-analyst friend said "all clubs do it" (paraphrasing)...
