1) Can you define exactly what an "average player" is?
2) They are loaned out at least in part to try and get them capable of a level good enough for our first team. Just because they are loaned out for a few seasons doesn't mean they will never be good enough.

25 1st team players does not fit into a matchday squad of 18. Everyone is fit so 7 players have to miss out each week, that does not mean they are leaving.
They were both training on the pitch today. They aren't injured, just 7+ of our players can't be selected in the matchday 18. Some have to miss out every week.
Yoshida, Bednarek and Gabiadini were all doing training earlier on the pitch.
We have a 25+ man squad, they can't all be in the matchday squad of 18 yet a lot of those not involved are still with the team today.
This summer they signed 3 attacking players for the first team, how is that not a "big shake up"? In a 4-2-3-1 like you just suggested that is 75% of the attacking line-up of new players.
