Yes he is, look at it again. The Lino shows by his arm waving that the player had come back from an offside position and when he heads the ball becomes involved with play. At the moment the free kick is taken he is offside, end of story.

They've just shown it again. Ayala is offside when the free kick is taken, not at the end of the move. The commentators are only concentrating on the final pass.

Nothing to do with the actual rates at all. In case you (or others) did not know, VAT is not charged on intra-community dealings but is charged on imports from outside. This makes an enormous difference to cash flow and gives us a significant advantage when selling to another EU country as opposed to them buying from within their own. Oor VAT rates are not on the whole set by the EU but by our own skint government.
