It used to be that the player was entitled to a percentage (10%?) of his transfer fee if he hasn't asked for the transfer. If he hands in a formal request then he forgoes that. There are various lumps of money involved, golden goodbyes, golden hellos, payments to agents, former clubs... and so on. I'm not so sure about modern football.

No, you're right, normally you'd take out long-term finance for such an investment but if there are massive cost overruns it might get difficult to increase your borrowing and suddenly you need to find another spare £20m or so. Who knows?
