Because, sure as I am now that the administration was signed on to this, I can't help feeling the President must have had one or two reservations about the plan. I mean, sure, he wanted to change foriegn policy. But the mass-murder-of-US-citizens bit must have stuck in the craw somewhat. All for the greater good as you say, but they must have knocked about a couple of plan Bs before they plumped for crippling New York City and murdering hundreds and hundreds of people. I think its a real shame the US government couldn't come up with a more innovative idea to enact foriegn policy change than slaughtering hundreds of innocent civilians. A real pity.

Seems unlikely on all levels. Can see how he would go there, one day. A great opportunity to win a league and do well either in the CL or win the Europa. Perfect stepping stone to the really big (rich) European clubs. But can't see him going now.
