If I had and earned millions I would be trying to avoid tax likes its going out of fashion as I don't trust any government depts to allocate it correctly in their present form. Then demonstrate value and treat the cause and not the symptom and get the public sector to have the same rigour as the private sector (headcount management, reduce costs, optimise the business for ROI, performance metrics etc).
