If they didn't know his past, ignored it, or went for the candidate with the best hat, it doesn't matter - they executed their democratic mandate and he came out on top. They could all have voted for the Independant local candidate who came second, but enough of them preferred the rabble rousing self publicist with no ties to the town, and proibably no intention of even opening an effective constituency office.
