Absolutely bang on! I spent 4 years of my life both by study and vocation to become an engineer by degree and society as a whole in this country views you on par with a tyre fitter for it. I havn't received chartered status yet but it is something I am aiming for.
It's a real bugbear of mine this. On the continent you would be viewed to be professional like a doctor or as you say solicitor, this clouding of the term is a real insult.
I propose myself. Purely because it needs someone as arrogant and single minded as Lowe in order to make any difference to things and get our points across.

For a starting role 12k is more then respectable though, I was paid that during my placement year with an automotive supplier, challenging but good work.
It's a good 220 miles round trip from Cov. But I don't go as much as I would like to due to money, I can't afford the 80 odd quid per game (Fuel 30 quid, Food 8 quid, Beer and other drinks 10 quid, Ticket 25 quid etc.)

When you say new? Do you want brand new? If you go second hand you could get something with all the bells and whistles and high spec.
Looking at 13-15k, I would suggest possibly a Fiat Bravo.
