I don't agree with many policies of many other countries but that's no reason not to have their heads of state visit. In fact the opposite is true, the more people talk the better. If it is run that bad there is going to be wastage no matter how much money is thrown at it - that is certainly not a reason to not fund it properly. The bad management needs to be sorted out AND there needs to be an increase in funding - paid by taxes of people who can afford it most.
