In case it's not clear, let me explain the difference between "not doing something" and "doing something". Not doing something is not doing a thing that you could do. Not clapping = not doing something, in this situation you are not making a conscious effort to voice opposition to something, you might just not care. Booing an anti-racist action = doing something, in this situation you are making a conscious effort to show you are against the anti-racist action.
