The issue where we are is actually not that we don't have enough water (and this is common for a lot of the UK), it's that it can't be treated quick enough to satisfy demand. Additional reservoirs would help, but more treatment plants are really what is needed, and is a cheaper and quicker fix than desalination. Too many people. And getting worse.

The issue is also the geography and demographics of those people, making the country more balanced would allow that to happen. Increasing populations are bad for social and economic health.
