It was no where near offside. Watch which player actually scores, he comes from many yards behind the Saints defence when the ball is played. In any case the video doesn't show the defensive line and the assist maker at the same time.

No, you have to be under 21 when the qualifying campaign starts. James Milner was just under 21 when the qualifying campaign started and 23 when the finals were held. Adam Lallana is 22 and thus can't play for them again. I think you may be confusing it with the Olympics where you can have a few over age players.
