Don't forget not all crimes are prosecuted, due to lack of evidence, unsafe procedural techniques, whether or not the CPS feels it's in the public interest at the time, statute of limitations, death etc etc. Also, people can be found innocent on technicalities even though they are clearly guilty, and others can just get away with it. Genuine guilt has nothing to do with prosecuted guilt. OJ Simpson is a good example of this, although I presume you think he's innocent (along with Jimmy Saville and a whole host of others).
