Of course they do. Transfers sell newspapers, and speculation about transfers can turn both players' and teams' heads. The home grown rule only applies to players over the age of 21, and by training at Liverpool for three years before he's 21, he'll count as home grown. (It's because of this I think that Owen Hargreaves doesn't count as home grown) Nationality doesn't come into it to get around EU employment laws.
